If you have a network icon in your start tray (Lower right hand corner), Double click on it. Otherwise, go to Control Panel, windows firewall.Where do I locate my firewall and proxy settings on an INSPIRON B130 DELL Laptop?
Go into your control panel and you will (or should) see your firewall icon, go from there.
